IOP Strategic Plan

The City of Isle of Palms is undergoing a Strategic Plan development process.

The City engaged the services of the College of Charleston's Joseph P Riley Center for Livable Communities to help develop the plan. The plan development process has been ongoing since May 26, 2020 and has included multiple meetings with City Staff, City Council, and a public survey conducted online.

The initial presentation from the Joseph P Riley Center for Livable Communities which outlines the goals and process for strategic planning is available here and it was discussed at the May 26, 2020 Council meeting.  Strategic planning is a vital process which will help the City not only assess our current situation, and effectively plan for the future.

Phase 3 Drainage Project - Outfalls & Basin

The City has initiated the third phase of a project to improve storm water and tidal drainage across the island. This project is intended to make significant drainage improvements to the 30th, 36th and 41st Avenue outfalls which will improve conditions on the amount of standing water events experienced by residents and property owners.

The project began in 2017 when City Council tasked the Planning Commission with developing a strategy to address drainage problems. As part of the project, smaller but impactful drainage improvement projects along the basin will also be addressed. These are located at Sparrow Drive, Forest Trail, Cross Lane, 32nd Avenue and 41st Avenue.

The construction of the 30th and 36th Avenue outfalls began in early 2022 and expected completion in 2023. The construction of the drainage improvements to the 41st Avenue outfall is scheduled to begin in the fall/winter of 2023.

Isle of Palms Marina Restaurant

The City of Isle of Palms owns the Isle of Palms Marina located on 80 41st Avenue. The City is eager to welcome a partner to create a family friendly restaurant for residents and visitors to enjoy.

After a comprehensive negotiation process, City Council approved a lease with the IOP Families Group, "Marker 116 LLC" for the operation of the IOP Marina Restaurant. The new tenants will renovate the building and plan to open a new restaurant early 2022.

Isle of Palms Marina Dock Rehabilitation

In 1999, the City of Isle of Palms purchased the marina facility located at the confluence of Morgan Creek and the Atlantic Intracoastal Waterway. The floating docks at the marina are approximately 30-year old timber framed docks.

The FY21 Budget includes funds to replace the aging docks, including the fuel dock, fuel hut and marine utility infrastructure, located along Morgan Creek. This project also includes needed maintenance for the bulkhead.

The project involves the construction of Phase I and Phase II of the approved conceptual plan of the dock improvement project.

The City expects to award a contract by the end of September and construction to begin after September 30, 2020. The project is expected to take approximately 5-6 months to complete.

Public Safety Building Repairs

The Public Safety Building is approximately 31,000 square feet and was completed in 2009. The building is located at 30 JC Long Boulevard and serves as the headquarters of the Police and Fire Departments.

The existing structure is not considered structurally deficient but shows significant signs of deterioration. The engineering assessment was completed in January 2014 and concluded that elements of the building’s apparatus bay doors, parking garage doors, envelope, diesel fuel line, HVAC system and roof have been compromised by construction deficiencies. Since that time, additional issues with the building have also been identified as needing corrective action.

After a competitive procurement process, the City hired Trident Construction and Coast Architects as the Design Build Team to design and construct the neccesary repairs to the building.
