Phase 3 Drainage Project - Outfalls & Basin
Milestone timeline:
The City has initiated the third phase of a project to improve storm water and tidal drainage across the island. This project is intended to make significant drainage improvements to the 30th, 36th and 41st Avenue outfalls which will improve conditions on the amount of standing water events experienced by residents and property owners.
The project began in 2017 when City Council tasked the Planning Commission with developing a strategy to address drainage problems. As part of the project, smaller but impactful drainage improvement projects along the basin will also be addressed. These are located at Sparrow Drive, Forest Trail, Cross Lane, 32nd Avenue and 41st Avenue.
The construction of the 30th and 36th Avenue outfalls began in early 2022 and expected completion in 2023. The construction of the drainage improvements to the 41st Avenue outfall is scheduled to begin in the fall/winter of 2023.
Project Updates
The City's project engineer, Thomas & Hutton, finalized the bid package for the 30th & 36th Avenue Outfall projects. The bid will be advertised in the Wednesday, September 15th, 2021 issue of the Post & Courier. Per the ad, the bid packages will be available for pick up at Thomas & Hutton.
The mandatory pre-bid conference will be held on Friday, September 24, 2021 at 10:00 a.m.
The bids will be due 30 days after advertisement, on Friday October 15th at 10:00 a.m.
Thomas and Hutton provided an update to City Council on April 20, 2021 during the regular Ways and Means committee meeting. During the update they stated that the design for the 30th Avenue outfall was complete and the permitting process for the outfall project was underway. Additionally the Forest Trail outfall improvement project has completed the design phase, received an infrastructure critical area permit, and approval is pending for both the project's NPDES permit and the coastal zone consistency certification. The 41st Avenue outfall has completed its design stage as well and the permitting process is ongoing.

The City of Isle of Palms has opened a Request for Bids (RFB 2020-06) for Phase 3 Drainage Improvement Project. The deadline for bids is October 29, 2020 at 2:00 p. m.. There is a mandatory pre-bid meeting on October 8, 2020 at 2:00 p. m. at City Hall. The full RFB packet and specifications are available here.
